Error Code 8738 (Voice Chat and or Video Chat)

Why do I get "Error Code 8738" when I load the voice chat and or video chat web page?

Solution:

Error code 8738 means your voice chat /video chat connection was denied because the license limit was exceeded.  Increase the number of voice/video chat connections that you have licensed.
